On Friday, January 13, 2017, at a ceremony at the Ho Chi Minh City University of Pedagogy and Technology, Secretary of State John Kerry presented FUV president Dam Bich Thuy with a letter of interest from the Overseas Private Investment Corporation (OPIC), the US government’s development finance institution.

The letter expressed OPIC’s desire to begin negotiations with FUV regarding a credit facility to finance the construction of FUV’s campus. President Thuy and her leadership team look forward to working with OPIC in the months to come.

Immediately after the presentation ceremony, in remarks to students and faculty, Secretary Kerry said:

“I want to emphasize my confidence that Fulbright University Vietnam is going to be an extraordinary institution of higher learning, a world-class facility marked by academic freedom, meritocracy, transparency, and equal access. And yet it will still be deeply rooted in Vietnam’s rich culture.

Now, just a few moments ago I presented a very important statement of intent by the United States Overseas Private Investment Corporation, who have committed in the letter to fund the construction of Fulbright University Vietnam’s new campus. And this letter of intent underscores our commitment to Fulbright University Vietnam’s future.”

From a historical perspective, the University of Pedagogy and Technology was an appropriate venue for the announcement of FUV’s engagement with OPIC. The university’s rector informed Secretary Kerry that the university’s campus was constructed before 1975 with funding from the United States government.
